That’s Sen. Russ Feingold (D-MI) talking about the Foreign Intelligence Surveillance Act, which is being debated in congress currently.  The contentious bit he’s talking about is telecom immunity, which pretty much (like he says) means that the government has access to the records held by the telecommunications industry, and the telecom corps are immune from prosecution if they hand them over.
